美国能源部在2013年4月中旬发布电动汽车普及计划(EV Everywhere Grand Challenge)蓝图，提出了2022年电动汽车发展目标。该蓝图提出的技术目标包括：电池成本要从目前的每千瓦时500美元降低到每千瓦时125美元通过轻量化技术使汽车重量降低30% 电驱系统的成本要从目前的每千瓦30美元降低到每千瓦8美元。此外，该计划提出要发展充电基础设施，未来5年工作场所充电设施的就业人数要增加10倍。该计划还提出要加强消费者宣传教育和激励措施，以利于电动汽车的广泛普及。
